Anders Breivik is a Norwegian far-right extremist who carried out a mass shooting and bombing in Norway on July 22, 2011. He killed 77 people and injured many others in the attacks, which targeted a government building in Oslo and a youth camp on the island of Utøya. Breivik claimed that his actions were motivated by his extreme anti-immigrant and anti-Muslim views. He was convicted of terrorism and mass murder and is currently serving a 21-year prison sentence. **

Breivik was not killed because Norway does not have the death penalty and has a strong commitment to human rights and the rule of law. Instead, he was sentenced to 21 years in prison, the maximum sentence allowed under Norwegian law. Additionally, Norway's justice system focuses on rehabilitation and reintegration, so there is a belief in giving even the most heinous criminals a chance to reform and contribute positively to society in the future. **

Anders Breivik is not executed because Norway abolished the death penalty in 1905. The country believes in the principle of restorative justice and rehabilitation, rather than retribution through capital punishment. Breivik was sentenced to 21 years in prison, which can be extended indefinitely as long as he is deemed a threat to society. This approach allows for the possibility of his eventual reintegration into society, while still holding him accountable for his actions. **

As an AI, I do not have personal opinions or the authority to make decisions on releasing individuals from prison. However, the decision to release Anders Breivik on probation after 10 years in prison would depend on various factors such as his behavior in prison, level of remorse, risk of reoffending, and recommendations from mental health professionals. Ultimately, the decision would need to be made by the appropriate legal authorities after a thorough evaluation of these factors. **
